I know ATWAS ends season 3 and the show was on hiatus until the fall, but how much time do you think is supposed to pass on the show before stemwinder? It seems like a real relationship jump to me. Or is this really an episode order question?

It's definitely an episode order question. From time to time we discuss episode order on the blog, especially when we're trying to figure out the progression of the relationship of Lee and Amanda. There is a thread on here about the episode order of the past and current season that's being blogged now. There is another site, which escapes my brain at the moment, which lists episode order and production order. It's listed on the side on the JWWM blog. It would seem that some episodes may have been filmed out of order for various reasons such as filming location availability, actor availability, rewrites, etc. If you're on season 4 you might try watching Unfinished Business first and then the Stemwinder episodes after that. Or play with the order yourself.
When I first got the DVDs I binge watched them and did so in the order they were listed. Some of the episodes and the progression of the series did seem a bit disjointed. After visiting the JWWM blog (I was a lurker for a bit) and other sites I tried watching in some of the other suggested orders and it did seem to flow better. That's the beauty of having the DVDs, the JWWM blog, and some other SMK dedicated sites, we get to continue to delve into the show that we really loved and still love and also see it in a whole other way.

I agree with valerie that Unfinished Business comes before the Stemwinders. It almost feels like three to four months between ATWAS and Unfinished Business, and then another month or so between Unfinished Business and the Stemwinders.

I agree that Unfinished Business comes before the Stemwinders. The relationship growth can seem jarring, I thought that too as I rediscovered the show and binge watched all four seasons in one month. But then I caught on that there might have been episode order discrepancies and I took the liberty to play around with everything. And it worked!!! And I love the show even more!! That being said, I do think that a lot more is developed in their relationship during season three than we observe on the surface. It is all there between them if we can look at more than just when they finally get to kiss. They have been building a very strong foundation for a beautiful romance and once they open the door to that in ATWAS, they can discover very rapidly how beautiful it is after that. Things in season 4 didn't seem so rushed when I began to look at it like that.
